I'd like to say the two honestly really hated each other for a long time, as most polar opposites of them would. They'd fight and banter and honestly be sick of each other before the day would be through. But in some cases, not all, when one is without the other, it just so happens they start to feel a little weird, lonely even, dare I say...miss each other!
Sniper is always a loner, tending to be by himself even on a good day for celebration when things would be so much better to hang out with the men you've spent years fighting alongside. Though there's also some cases where even in his state of loneliness, he can't help but feel a little wanting for a little company. Which is where Spy would come in.
He'd find himself seeing the occasional glimpse of Spy looking around and seemingly just making him feel a little less lonely. It just felt so right, and it made him feel more than just the need to practice and be the best kind of sniper he could be. So in turn, Sniper would sought out Spy in return.
Sniper was a feral kind of man, that is obvious. So of course he's outdoors most of the time, getting dirty, getting his...weapons...for battle, etc. Spy on the other hand, being the fancy man he was, was always working towards getting himself the fanciest and luxurious kinds of treats and things to take care of himself. New suits, fancy wine, you name it, he has it.
So when the two begin to clash...well, let's just say they try and partake in each other's lives. They have a weird care for each other, so of course they'd be working on trying to get to know each other and try to tolerate each other's weird things. Spy would try to get Sniper fitted into a new suit and Sniper in turn would try taking Spy out in the middle of nowhere to spend the night. No, it doesn't turn out well, with either party.
But regardless, that's how their companionship started (: and that it definitely doesn't include smooches
