I've kinda seen an event similar to this, but also not, where there's a huge list of prompts that people offer up for claims. If you're turning that into a bingo, instead of a single fic fulfilling a single prompt; is it a single fic fulfilling multiple prompts at once? Or multiple fics for as many prompts needed for a bingo? This isn't an event where you need pinchhitters or are held accountable for fulfilling a prompt right? Won't it be hard to make an individual bingo board for every participant?

I'm not too well-versed in different types of fan events, but from what I can tell, it sounds like you're referring to a prompt fest; in which case, this bingo is pretty different. Essentially, participants will sign up (sign-up applications open on December 24th) to receive a bingo card that has 9, 25, or 49 short prompts (of several categories, but for the most part they're just various kinds of little elements to include in a fic or art piece--kind of the same way fanweek prompts work), and to achieve a bingo win, players will complete, depending on the card size, a minimum of 3, 5, or 7 fills that each individually contain a prompt from the card--so multiple fills, yes.
There are some drafted card win pattern ideas that can be completed through combining prompts--card win patterns will be published on the 24th as well and will have example diagrams that do a better job explaining this that I can in words, but yeah, the simplest form of the game is completing multiple fills with one prompt each.
Re: pinch-hitters and accountability, right, this is entirely just a challenge where you try to complete as much as you can toward a line (or another kind of card win, but a line is probably the easiest), and there's no responsibility on players to complete works beyond just personal challenge and maybe a little bit of competition (so no pinch-hitters necessary), and there's no penalty for not completing the challenge.
Re: making each individual card, it'll take a bit of time in the tedious sense, but each prompt is categorised and assigned a number, and picking the prompts for each card is just a matter of randomising those numbers and inserting the resulting prompts into a premade card template. So not hard, just maybe a bit time-consuming, but it's winter break rn so time is abundant haha
