In my humble headcanon, Batman ignores the people who steal from grocery stores. He knows about Gotham's poverty, he's very intimate with the conditions these people live in. It's one of the things Wayne Enterprises fight against and the charities Bruce donates to. Batman doesn't see the benefit of beating up some guy who stole a loaf of bread or a woman stealing period products and handing them in to the police. He simply looks the other way and beats up the other guy whose trying to get it on with a woman who clearly doesn't want the attention.

yeah i think battinson can acknowledge that people can steal due to poverty but also in the movie he claims that annika’s “choices” is what got her killed when getting involved with the wrong people which then selina says, “You know, whoever the hell you are, you obviously grew up rich”. this kinda just shows that he doesn’t fully understand that people would go to lengths for money when they need it. as if annika really made the choice to get involved with the mayor when she was probably offered cash at some point to keep him “company”. Batman will always be a rich guy.
