“Think about it... you vampires live a cursed life, yes... But! Eternal life for the shadows... tell me, how much do you think people are willing to pay for that? An old sick man afraid of dying... that’s worth a couple million yen at least, right? Eternal life? You vampires... I’m looking at what you’re capable of: and the profit to be had in it... Do you know anything about the one who turned you? I promise, I can make it worth your while, in more ways than one...”

Damo tries to sell himself off as a tragic villain if you’re willing to listen to his perspective as a Rock Human, but he’s also really full of shit.
I forgot the chapter, but Araki made it clear in that one cover that the Rock Humans have trouble adapting to modern society- which I find really interesting and genuinely makes for tragic and interesting villains! Not needing to sleep regularly and work 24/7 and almost always inherently having a Stand is good, but we live in a digital, bureaucratic world where everything is recorded. Combine this with the fact its pretty damn hard to get a job without a highschool or college degree, and the fact they can’t have normal jobs due to their hibernation periods often lasting at least a month (often longer). They can’t really reveal themselves, and even not needing housing by turning into rocks isn’t much of an option anymore, due to the necessity of needing to own land and having a permanent residence to be a member of society.
Basically, ever since the 20th century the Rock Humans live in a world that is increasingly leaving them behind and unable to co-exist and adapt. Even just living in their own communities isn’t as much as an option as in their past, due to the rest of humanity building their homes over nature that they once lived in without need for residency. Most Rock Humans have had to illegally enter the registry system as a result to hold property and not be left with nothing, and often still can only work odd jobs. It’s a tragic situation for a lot of them, basically.
Damo has basically exploited his kin’s suffering for his own gain with the Rokakaka. The Rokakaka works better for silicon-based organisms like Rock Humans and Rock Animals and Urban Guerilla states they’ve been cultivating it for ‘a long time.’ I personally headcanon it was an outright sacred thing for them. As of the rapid industrialization and globalization of the world of the 1900s, especially post WW2, Damo has taken advantage of this to begin his trade of the Rokakaka. The Research Organization may be villains, and their ultimate goals as of chapter 87 are still very unclear, but they do seem to want to want to benefit their people as a whole. Damo is solely interested in his own wealth and power and nothing else. He lives in luxury in his private residence and often gouges himself on expensive tastes in private, while he really doesn’t give a shit about the rest of his kind or anything he could do to help them.
So basically? Damo is a greedy asshole and if backed into a corner he’d try to paint himself as a tragic villain only doing it to support himself in a world that’s left him behind, although he literally couldn’t care less about the situation and is willing to monopolize this trade of something Urban Guerilla claimed was “meant for them” for himself: if anything he’s pretty happy he’s not getting people vocally objecting to him smuggling Rokakaka from their homeland now. If anything, it’s likely that even before that he wasn’t well-liked by their society and viewed as a bad seed.
Now this is admittingly kinda being borrowed from a fanfic I intend to write where the Rock Humans tend to do this in general, but on this blog anyways, Damo has a tendency to refer to normal humanity as ‘carbons.’ I personally headcanon that ‘Rock Human’ probably isn’t something the Rock Humans like to call themselves in general, viewing themselves as just a different kind of humanity that evolved from different elements.
While I HC it can be used in both a negative way and just a way to easily describe the rest of humanity (like “Muggle” in Harry Potter), Damo usually uses it as an insult and typically says it in a derogatory way. He really doesn't like non-Rock humanity, and uses the term primarily in a way that’s negative when referring to them.

It always intrigued him, when he saw a carbon possessing Stands. Such things were not unheard of, but it was always interesting to see what these... inferior life forms could do with such a wonderous power. But something... something about this man...!

“... Hmph...” But, even now, he had to be a businessman. “The Rokakaka is a fruit of miracles, cultivated by ‘my people’ for many years now. It is a fruit that operates on the theory of ‘Equivalent Exchange.’ If you eat the Rokakaka... you will obtain something physically you desire, at the cost of something else,” Damo explained to the vampire, making sure not to show cracks in his demeanor.
“Let us say you had your hands cut off... So you ate a Rokakaka to obtain new hands! You would grow new, fully functional hands made out of rocks... but somethings would be taken from you in return. Your eyes, your ears, your legs... if you’re especially unlucky, it could be something vital, like an organ or pieces of your brain. You ‘gain something’ but ‘lose something’ in return. But... with absolute certainty, you will gain what you desire. The risk is great... but often for those who desire a Rokakaka- there is no other medical alternative. Are you... interested in the purchase of a Rokakaka?”

As mentioned in his verses page, as a quirk, his Softening quirk basically works as the opposite of Juzo’s version of it: he cannot soften inorganic matter, he can only soften organic matter, things that are alive or were once alive.
It is an extremely powerful quirk much like how「Vitamin C」is an extremely powerful Stand that has been demonstrated to almost immediately incapacitate even powerful opponents when successfully used, reducing even living humans into a semi-liquid state.
However, it has a significant weakness that Damo doesn’t have in JJBA canon: since he lacks a Stand, Damo himself must either touch his target, or touch objects himself to leave his fingerprints on objects to trap them ahead of time; this is much harder since he only has his own two hands, as opposed to 「Vitamin C’s」multiple hands.
So basically? He’s a one-hit wonder. If he can just successfully use his quirk on an enemy, theoretically speaking, even incredible juggernauts like All Might or All For One would almost immediately be pacified, reduced to a semi-liquid “soft” state, although this power fades away when he gains distance from his opening. Like canon, the range of his quirk appears to be roughly the range of a house. When he leaves its range, his targets revert back to normal, and damage done to them in this state appears to be reversed; a limb severed while his quirk was active seemingly re-attaches with little to no negative side effects when its called back.
Working against this powerful quirk is the fact that Damo is not a very physically fit or strong man.
As the smuggler “Vitamin C” Damo greatly prefers having his own henchmen and lackeys fight for him. He’s not a physically fit or particularly strong man, who’s quirk requires him getting the first, decisive blow. He can’t really keep up in a fight with anyone who’s done the physical training to be a hero, especially said juggernauts like All Might or All For One, who have likely defeated villains with significantly stronger quirks than he does, especially as they likely wouldn’t allow him to make physical contact with them. It’s the perfect quirk for a coward; it wins most fights automatically to compensate for his lack of strength, but against anyone who actually knows how it works, ESPECIALLY if they have ranged attacks, it quickly falls flat.

Josuke had been hoping he would receive better answers from the smuggling lord, himself. However, the answers he provided were unexpected to say the least. How much of it he believed, he didn’t know, but at least he now had a couple of leads. He continued to keep his distance, knowing full well the capability of his stand’s ability. Soft and Wet was on standby, fully prepared to plunder shrapnel with as much force as a loaded gun if he tried so much as to move from his current location.
His hand instinctively trailed over the star shape on his partially exposed shoulder. Kira…had one too? If that was indeed true, then Josuke did agree they must be related somehow. According to the Higashikata family records, only descendants of the Joestar bloodline had that mark.
Damo’s next choice of words did not sit well with Josuke at all. ‘Her situation was sealed… the moment Yoshikage Kira had her put in T.G. University Hospital!’ His expression darkened, clenching his fists as he struggled to maintain composure. “What the hell is that supposed to mean?!”
Damo wiped a little blood from his mouth, leaning against the nearby wall. Dammit, it looked like there was no chance of Josuke moving into「Vitamin C’s」range, so he kept playing it safe for now.
“The senior staff of T.G. University are of the same people of me and my kin... ‘humans who turn into rocks.’ Including, if I’m not wrong, the ‘Head Doctor’ is as well,” he explained. Even he knew little about Akefu, but he could only assume he wasn’t one of the carbons. “They’re a lot different than me... Listen, I’ll level with you. I’m in this ‘for the money.’ The Rokakaka is an untapped market... I never could’ve gotten away with this 50 years ago without being killed by my peers!” He went on. “Those guys though... they’re something else. Even though they got more money than us, they’re not interested in the profit... I met one of them once,” he said, remembering his last encounter with Guerilla a few years ago. “They’re doing research on the fruit... they said they wanna use it to bring a ‘brand new world for our people.’ Bunch of egotistical dicks, I know Tomoki sells Rokakaka to rich carbons to fund their operations, but I’m such an asshole for doing the same?
“Anyways... I’m confidant they’ve been carefully observing Joestar every step of the way. Researching her, observing her... and when you get close and they’re in a pinch? I’m sure they’ll use her as their hostage... you’re better off ‘forgetting about her.’ Even I wouldn’t mess with them!”
“As much as I despise going to you of all people for answers, you are the only one I know of that had seen my original identities before the earthquake. So, I will only ask you once...”, Josuke readied his stand, prepared to attack if he is given an answer he doesn’t want to hear. “Josefumi Kujo and Yoshikage Kira. Who were they? “A-alright... listen... I ‘really don’t know’ a lot about Josefumi. Honestly, I don’t! I think he was a distant relative to the Kiras of some kind... He... he had the same ‘birthmark shaped like a star’ that Kira had. That’s all I know- I don’t even know why he wanted the Rokakaka so badly... I think he just wanted to please Kira,” Damo admitted, taking deep breaths. Christ, it hurt!
“Now for Kira... Kira found out about us accidentally. I think he found one of us, I think Dainenjiyama while he was in his rock form. He snooped his nose where it didn’t belong and learned about the Rokakaka, and instead of paying for it decided to fucking steal from me! I can’t prove it...” He looked right into Josuke’s eyes, pain in his eyes, but made sure to articulate everything clearly. “I’m confident Holy Joestar-Kira ate a Rokakaka! I saw her medical records, pieces of her brain missing without surgical incisions- only a Stand or Rokakaka could do that! But she definitely didn’t get one from me...” Of course, that’s what he theorized. These ‘Wall Eyes’ could have been a culprit, but he kept it to himself. “Honestly, I’m not lying! But... I’ll say this...”
