Although the Emancipation Proclamation was signed on January 1, 1863, some slave states (e.g. Texas) didn't have enough Union troops to enforce it. A great starting point is to acknowledge that everyone, even us non-blacks fighting for change, has biases toward them and other races! It's what most of us were raised with; it's not our fault, but it's our duty to unlearn these biases.
