Anyway i thought about it and decided to share a general image of what's going on, I hope you'll enjoy it.
For a start, I suppose Sal must have calculated the perfect moment for an invasion for a reason, all those banquets, oh, how accidentally he happened to be here and there.
He has eyes everywhere, doesn't he? I mean, it's not just some stylisation or spooky detail for the characters, it's their actual tool, just like their native senses? That way the Ambassador can easily be aware of everything at sea and whatever he needs to know.
He actually kept an eye on his brother in this way, although Sal will have no benefit from it, except pain and anger will remain in the aftermath, but he needs to know that his twin is alive and where he is now, at all costs.

At this scenario, the Ambassador is just out to destroy to smithereens. Yeeah, of course he may start everything up as planned for the trust of comrades, but at the end he will reduce everything to total annihilation, even if he pays for it with his own life. He will slaughter everybody, he will wipe these places off the face of the earth, absolutely everything.
He has nothing more to lose.
Sal just doesn't care about both the blue and the red sea, no, he doesn't need anything more if the last person in his life is gone.
You know, even if he does know about the twin who is happy with others - that's enough for him to contain himself to some extent, and live with the growing injustice from within.
Really, I was just obsessed with the idea of seeing him destroying the hell out of the whole world. How everything around him burns, how his eyes glisten with boundless aggression, how his hands tremble and there is an unemotional coldness on his face, barely a tick from overexertion and a brief smirk, but it is not from happiness, obviously he is someone who will create order through chaos, however unhealthy his methods.
Everything beneath him turns into real circles of hell, until he himself burns at the end, taking all the living and leaving no hope.
I love his destructive feature so damn much.
