Are they the same Loki?
I think it can be both yes and no. Classic Loki said that he didn't try to attack Thanos, but rather tricked him. But at the same time that trick could consist of an attack of an illusion created by him. So Classic Loki might be the one from Infinity war, but it's not a sure thing.
Regarding the suit, I don't think it's something very revealing and totally incompatible with the fact that he's the Loki from Infinity war, but each one sees it from a point of view. It could perfectly be any other Loki, after all.
