how does table etiquette differ between races/provinces? would it apply to all the population or only in formal company?
There are many rituals and customs surrounding both cooking and eating in Tamriel, and each race is different regarding what's considered appropriate behaviour where food is concerned. Keep this list in mind if you're traveling across Tamriel, especially if you're staying with local hosts! These rules apply mostly to eating with new friends or out in public, in both formal and semi-formal settings such as homes, taverns, and restaurants. While most Tamrielic peoples are pretty forgiving of poor table manners in informal company and settings, remembering these tips will show your hosts that you're both cultured and polite! ~Talviel
Dunmer
The Dunmer are all about rank, and regardless of whether one hails from the Great Houses or the Ashlands, communal dining is a proving ground for outlanders who aren't familiar with Dunmeri customs. Traditionally, the head of the house or clan gets served (or serves themselves) first, and the serving order depends on one's political ranking, age, and social status. For example, a younger Dark Elf who's a general would be permitted to eat before an elder who is lower in social standing. However, traditional hospitality also dictates that the head of the table can give up their first serving to others as an act of honour. This is common when hosting guests, and if you are given the first serving it means you are a true guest of honour. Don't mess it up by displaying poor table etiquette!
Altmer
For the Altmer, table etiquette is everything. One wrong move at the dinner table, no matter how small, will have you disgraced throughout the Summerset Isles and will ensure you'll probably never be invited to dine at any high society soirƩes ever again. Even young Altmer aren't excused from the strict rules, and table etiquette is generally studied for years before any Altmer are allowed their debut in high society. It would take years to go through the intricacies of High Elf dining faux pas, but in my experience the biggest atrocity one can commit at the dining table is speaking with your mouth full and chewing with your mouth open. In fact, most meals in Altmer households and taverns alike are usually silent (this is why bards are usually employed to stop things from being too awkward). So if you're ever dining with a High Elf, don't be offended if they don't gush over the food right away- it's a case of eat first, talk later!
Orc
You're probably wondering why I even included the Orsimer at all, because most races are under the (wrongful!) impression that they have no table etiquette. However, being allowed to eat with a stronghold is a huge honour, and they have a couple of rules. Firstly, no fighting until after mealtime! Yes, every now and then someone gets mad at the dining table, but fights are reserved for after meals and they have to be taken outside. Brawling in the dining room is considered to be in extremely poor taste even for Orcs, so don't even think about it. The second rule is showing the chef appreciation at the end of the meal...by letting out a loud, healthy burp. I'm not joking! If an Orcish chef comes up to you, you should express your gratitude for your meal by belching. The louder the belch, the better the meal!
Breton
Of all the races of men, the Bretons are the fussiest when it comes to table manners. When dining in High Rock, be sure to brush up on identifying the right cutlery and glasses. Knowing the difference between a snail and a dessert fork, or which knife to use for fish or bantam guar, is sure to impress your Breton hosts and show that you care enough about their food and culture to appreciate using the correct tableware. And for the love of the Divines, please don't drink anything but wine out of a wine glass.
Khajiit
The Khajiit are fairly laid back about dining etiquette, with a few exceptions. Eating with your hands is common, but only after washing them very thoroughly beforehand! Not washing your hands before a meal is a sign of poor upbringing, bad hygiene, and being greedy. On that note, ALWAYS use a serving spoon when sprinkling moon sugar on your food! Not only is the stuff awfully sticky, but nobody wants to eat from a communal moon sugar dish that's had somebody else's fingers in it!
Imperial
The golden rule when dining in Cyrodiil is to know your wine, which is always present at every meal (yes, even at breakfast for some)! You don't have to be a sommelier, but being able to differentiate between a pinot noir and a merlot is something fairly basic that any fan of Imperial cuisine should master. Not only that, but knowing which wine to pair with your food is crucial- asking for a glass of moscato with your main, for example, is bound to cause quite a scandal. If you're ever in doubt, ask your server or the chef what they recommend to prevent the worst faux pas in the Province!
Argonian
Argonians are actually my favourite people to dine with in Tamriel, because they're extremely hospitable folk who love sharing their food! A common custom with Argonians is to have food brought out in large serving bowls which you can help yourself to, with everyone sitting in a circle on the floor around the serving dishes. Like the Khajiit, eating with your hands is common, and washing them well is a prerequisite (not only for politeness, but also because you really don't want to get swamp sickness). While you don't need to worry about how much you eat, be mindful of the elders and hatchlings at the meal, who usually get a bit more out of respect and care.
Redguard
There aren't many hard rules for eating with Redguards, but it's important to be courteous to your hosts and always offer them the first and last bites. This causes a lot of confusion for foreigners, as Redguards are known for being very pushy with their hospitality, especially when it comes to food. Don't fall for the trick though- it is customary to decline what you are offered no less than three times before you can polish off whatever's left! Accepting immediately is seen as greedy, and flat-out refusing is viewed as extremely rude and ungrateful.
Bosmer
The Bosmer, regardless of whether or not they're Green Pact compliant, are sticklers about food wastage, and for good reason! Wood Elf cuisine is usually difficult and slow to cook, and the best way to express your appreciation during mealtimes is to finish every last drop and crumb in front of you. Trust me, I know it can be difficult especially if you're not used to Bosmeri food, but please do your best to finish whatever you're given or have ordered, because your chef will be very sad rather than offended if you don't (and that's almost worse).
Nord
Finally, we return to my people. Like the Orcs, most people wouldn't think that Nords have much in the way of table manners, but there are a couple of things you should bear in mind when eating in Skyrim. Like the Bosmer, food wastage is viewed with disdain. While you're allowed to eat as much as you like (which is actually encouraged!), be sure to take only as much as you can eat. Leaving leftovers on a plate is quite the affront, but asking for a takeaway box is even worse. Not only is Nord food meant to be eaten fresh on the spot, it doesn't exactly keep well and bringing home your partially-eaten steak and potatoes is seen as stingy and cheap. If you're really struggling, it's totally acceptable to ask your Nord friends to help you out if you're close. If you don't know anyone around you, it's also acceptable to feed your leftovers and scraps to the dogs and pigs. Also, unless you're at a tavern or are told otherwise, wash your plate and put it away or your host may very well smash it over your head for presuming that they'll do it for you!

Backstory
Fevila Hlaalu refused, even in the most difficult circumstances of pregnancy, to resign her work as senior office assistant of the treasurer of House Hlaalu. Not least because of her owing her leading position in that department to her husband Selman Hlaalu, a chamberlain of the royal house, who was directly subordinate to the monarch, which attracted the displeasure of so many long-time employees, who had been jealous of her position for decades. Thus it came to pass that the young Mer is not only accountable for herself nor for her husband, to be suitable for that kind of work, but also for their entourage, which watched her doing like a hawk. In broad daylight in the midst of her deputy activity, when the father her child had to pursue his advisory work in Mournhold, the heavily pregnant darkelfs water broke, pouring all over the stone floor of her work place. In the early evening of the same day, middle of the year 2E515, in the local tribunal temple of the city of Narsis, the extremely young and duty-conscious Hlaalu was able to hold that being in her arms which she previously carried under her heart for 9 months. It was out of the question to give that little girl a traditional dunmeri name, who greedily sucked at her breast to recover from the exertions. In regards to the expansion aspirations of the Golden House and in the absence of her husband, she gave her a name that should unite the lands of Morrowind and the Empire just by its sound: Zel'asan. Although that bond of love between a mother and her child was stronger than any business connections, the new Alma knew that she alone was unable to take care of her daughterās education in addition to her work as a secretary, without any of the two parties being affected. Apart from satisfying the basic needs of her child in the first 2 years, the Hlaalu commissioned, with the consent of Selman, servants, who have to prepare the girl for her future life as a diplomat in the service of the family, faithful to her extraordinary name. However, the older Zel'asan became, the more she developed in a completely different direction from the one her parents had intended for her. Due to their work for the House of Hlaalu, they could only rely on the efforts of the teachers and maids, who should take care of a proper development of their child for the benefit of the principality. Visits to the familyās estate southwest of Narsis, where the servants were concerned about the girlās education, became increasingly rare on the occasion of the expansion policies of the hostile House of Redoran and the restrictions of the empire: Zelās parents their devoted full attention for the good of the great House of Hlaalu and the maintenance of its alliances. Tortured by feelings of guilt, the parents gave their growing daughter more and more freedom by time; showering them with all kinds of amenities, as if the both of them wanted to buy the love of their child and to clean their conscience with a few Draks- purely in order to be able to concentrate on their work again. That Selman and Fevila only encouraged the girl in her egocentric behavior was beyond her knowledge. As a teen and a young adult, Zel'asan showed only limited interest in the policy of rapprochement with other people that the Hlaalu have persued since the merge with the Empire. On the contrary, the young Mer began to sourround themselves with like-minded people at numerous festivities of the House of Dres and Telvanni , while their parents were unaware of her doing. Instead of facing Tamriel in a cosmopolitan way, Zel'azan continued to turn her back on the world outside of Morrowind, while still benefiting from the Hlaalu wealth, which came from trade with other countries; even boasting herself with the finest silk from Alik'r. She saw slavery as a necessary evil to advance prosperity for the Dunmeri population, but above all, for the great princely houses. Thus the Mer vehemently insisted that even the big house Hlaalu had once benefited from the Molgahm and should finally recall its roots. In 2E586, when her clan realized Ā that further expansion could not be seriously tackled if there were differences between actual basis, their homeland, and others who considered the interests of the Hlaalu rather with suspicion. The House of Redoran got more and more territories, while Zel'asanās family focused more on those abroad and their relations. A dispute over those very claims ignited. To prevent that disputeās flames spreading all over on Vvardenfell, the Hlaalu chose Ā the path of diplomacy in order to rid of the conflict: A wedding should create peace between the two great houses. The Hlaalu are not as good in the art of warfare as their competitors, so they tried to secure their status in their homeland, without unnecessary bloodshed- aware that they were militarily inferior despite their many alliances. The daughter of the treasurer Selman Hlaalu was only a means to an end: Zel'azan was not known for her diplomatic sensitivity, but rather for her excessiveness in all aspects of life. Before that, the councillors of the House had considered marrying the rebellious Mer to an imperial patrician after a wave of outrage swept through the ranks of allies when Zelā publicly advocated the importance of slavery. Thereupon, the secularly Argonians of Shadowfen in particular tried to boycott the trading actions between them and the Hlaalu. Before the Ebonheart Pact, those suffered especially under the conditions of the Dunmeri āMolghamā. However, Zelās father tried to convince the councillors Ā instead Ā of a marry-in of his daughter into the Ā House of Redoran, as at the same time the dispute over territorial claims threatened to turn into a warlike inferno. These came into contact with the canonics of the tribunal, who knew how to restore the equilibrium in Vvardenfell. That wedding between Galtis Sarethi, a clan prince, and Zel'asan Hlaalu was of the utmost importance for the relationship with the ever-competing house of Redoran.Ā Ā

When we say Dunmer have grey skin:
āDark Elves are the dark-skinned, red-eyed Elven peoples of Morrowind. The ādarkā part may come from their dark grey skin, but it also fits their gloomy dispositions. Folks call them āDark Elfā in the West, but they call themselves the 'Dunmer.'āĀ Ā Ā ā Dialogue from Morrowind
Thereās more diversity in skin tone than people think.
Iām just gonna start at the beginning and go through the games to show what I mean. This is both an artist resource and evidence that itās perfectly fine to create Dunmer characters with skin tones other thanĀ āgrey.ā
Hereās the Dunmer from Arena:
You couldnāt choose any other skin tone, so the color palette of midtone, shadow, and highlight looks like this:

Still no option to change skin color so our palette is still really simple:

Still only one skin tone, but the male Dunmer seems to have slightly lighter skin than the female Dunmer, so hereās our palettes:

Itās a terrible picture, but itās the only one I could find. Hereās his palette:

Thereās still no option to change skin color, but it looks like the male Dunmer has slightly darker skin than the female Dunmer. Hereās the palettes:
I couldnāt find any good pictures of Dunmer from Shadowkey, but hereās the female and male Dunmer profile pictures:
Their skin tone is close enough to have the same color palette:
Now weāre at Oblivion, which is where things get nuts. Oblivion was the first TES game which allowed you to choose your own skin tone. Unfortunately, the slider system was so messed up, that you could eventually get any skin tone with any race. I once accidentally made my Redguard character bright, fire-truck red. Somehow. Skin tones are literally infinite.
My solution for figuring out canon Oblivion skin tones was to look at all the Dunmer NPCs and figure out their skin tones. I used every NPC for which I could find a good screenshot, which ended up being almost every single Dunmer NPC. Their individual palettes are in the bottom right corner of their pictures.
As you can see, the range of skin tones is extensive. Very few of them could be described as simplyĀ āgrey.ā Just to illustrate my point, I took the mid-tone for each NPC and sorted them all by hue. Hereās the results:
Thatās basically a desaturated rainbow. @cliffāracer has a headcanon I really like which explains the sudden wide variety of Dunmer skin tones in Cyrodiil as the result of mixed races. Cyrodiil would be the place with the greatest opportunity for mixed race children, so it makes sense.
Moving on to Skyrim:
Skyrim has five skin tones, but theyāre all very similar. Hereās the mid-tones in order by lightness:
After the wide variety available in Oblivion, Skyrimās selection is kind of disappointing. Even if they didnāt want to give us purple and green and blue Dunmer, at the very least they could have gone darker. I always end up choosing the fourth or fifth option simply because all the other ones look whitewashed.
Elder Scrolls Online was kind enough to provide its own color palette:

The top row seems to have a slightly tan undertone, and the bottom row has a slightly blue-green undertone.
The depiction of Dunmer skin color in The Elder Scrolls: Legends is nearly as varied as it is in Oblivion. Thereās many pictures where skin color is just a flat grey, or where the art is so stylized, or the lighting is so intense that skin color isnāt discernible, but hereās a selection of closeups of Dunmer cards in which skin color is more easily seen:

The changing of the color of the Dunmerās skin is a major piece of cultural lore. Itās part of what changed them, as a people, from the Chimer into the Dunmer. Azura cursed them to have grey skin and red eyes after Almsivi broke their promise to Nerevar and used Kagrenacās tools to become living gods. Almsivi reframed the transformation to become a point of pride, and their skin color became a religious symbol.
