Three in the morning and like: if Sepira chose Giotto because she believed in him/saw some potential in him/found whatever Giotto had to be deemed worthy of becoming owner of part-Triniset, and the Vongola ring was supposed to be part of the Triniset system that holds the world's fate, then the Vongola boss selection would have been more interfered with by "some outside forces", no?
Like, think about it. Sepira only chose Giotto, knew Giotto, and she didn't know a thing about about the Second, Third, Fourth, Fifth and so on right? Well, assuming the trial in the ring was Giotto's trusting of the ring to the next Vongola boss, then there's no proof that Sepira trusted those people either. Okay, she could see the future, but there was no way to be 100% sure whether the future would happen in the same way she predicted. Like what if she liked A to be the next boss sucessor but Giotto liked and chose B instead?
So, logically speaking, the next boss of the Vongola should have another test to see if they are worthy of the position of the Triniset holder, right? Or at least have some more opinions coming from "outside of the family" regarding the next heir?
Or, there is something else.
Here, we have the Giglo Nero family that existed at the same time if not said to be even before the Vongola family. We never know what the Giglo Nero family does, but that family has existed to this day, it can't sit around lazily, it must have done something. Now I'm going to theorize that the Giglo Nero family does the job of "surveillance" whether the next Vongola boss in line is worthy of holding a piece of Triniset. We have a period of time when Vongola changed their boss so quick like they were changing their clothes and before I just thought (together with the fandom) that it was a time of war so the boss died early, now I throw this on the table:
There was a time when the Vongola bosses were considered by the "other keepers of Triniset" to be "not worthy" to keep a part of Triniset and hence should be eliminated from the picture. I let the Giglo Nero family do this because they seem to be the best-suited family that knows about Triniset to do this "surveillance" job.
Now if you look at this:
Kawahira just said it was not really his intention to "poke nose" into anything concerning the Vongola and the Mare Rings. He never confirmed in words that he had never interfere with these two sets of rings before. Nor did he said anything about the possibility that the Giglo Nero, or Sepira's family, wouldn't "poke their noses" into these two sets of rings.
And when I think about it, is it weird that both Kawahira and Sepira let the Vongola rings be cut in half (by Giotto) and smashed and reformed later in Tsuna's generation? Is it too much of a change even for a part of stone holding the fate of the world? But now, add this in and thing would be more reasonable: 1) is that both know that it would be hard to find anyone that can hold all the power of the Vongola rings for long, so share half of the power is a understandable solution. Or 2) they want to have a spare B-person just in case A-person holding half of the ring is not up to their standard, so when A is out of the picture, they still have B to be in charge of the Vongola rings until the next person comes into picture.

Now I know there is an explanation for this. Like at the very beginning when receiving the rings, Giotto had stricken the deal first by making both Kawahira and Sepira vow not to interfere with Vongola's bussiness, that of course included and up to the matter of choosing next boss in line. I have read a fanfic where Giotto made a deal with both of them that these people he chose would be "automatically out" of the Arcobaleno system, their flame was no long the matter. (It's Memory by ScarletMisaDomi on AO3 please read this it's so generally awesome) So he made that kind of deal for Kawahira and Sepira not doing anything to Vongola's bosses is a possibility, but then it would be quite a challenge picturing how their deal would reach, since Giotto technically just "borrowed" part of the Triniset system after all, he was not the last say in this.

Second. Hi there, I’m the author you mentioned! Was a totally surprise when a friend told me about this, thank you so much for reading the fic!
Now, to the topic. It is quite strange indeed Kawahira (or Sepira’s descedant) don’t intervine at all with Vongola considering how important the rings are. I mean, TYL Tsuna destroyed them in the timeline of Byakuran and Millefiore, that should affect the world, why Kawahira didn’t do anything at that moment? And the half Vongola rings, of course. The only thing I could thought at the time was that maybe was a kind of agreement of not get involved in Vongola bussiness, and of course, that maybe all of that was alredy enviosened by Sepira in the past so everything is according to her plan of a earth “safe”.
But how that plan could go “fine” whit her dead? So, that’s other theory. My bet is something related to Cervello. Remember in the battle of the rings when Xanxus was defeated he mentioned that everything went according to what Cervello wanted? That sounds suspiciuos. And the thing we saw them usually with the antagonist (Varia at first and then Millefiore). Most of all, they were show in the parts related to the trinisette (who will be using the rings, and all world dominace Byakuran wanted to do). Maybe they were there for a reason. Maybe they are seeing everything went in the best direction that someone told. So yes, my idea is Cervello is connected to Sepira or/and Kawahira, making sure everything is well. That wouldn't count as a totally intervine, isn't it? It would be like "I would not intervine in your choices, but I would make sure everything is doing fine by keeping an eye on you."
Sounds too crazy? Maybe. But there are so many doubts is hard to think in a totally correct answer.
First, thank you for replying (人*´∀`)。*゚+ And yup maybe Cervello are in charge of this mission, I also think they link to Giglo Nero somehow (like Mare rings is possessed by Sepira and thus belong to the Gigle Nero so how does Cervello bring it to Byakuran? Only two options here, they steal or they are working under Giglo Nero's order and I prefer the latter more)
But somehow Cervello's action is, well, not really make sense. Well at least the part of they trying to "make sure everything is right". Ok even if we don't count Varia arc in, (Tsuna and co were fighting against trained assassins there was high chance they would die right) then still the Future scenario don't make sense. Not only Cervello "makes thing right" by giving the Mare rings to a world-destroying maniac, they are also okay with TYL Tsuna smashing the ring too? And okay with 14!Tsuna aka the Vongola ring holder running around and getting himself in a battle that he again has a high chance of getting killed? I understand your point of them doing thing with antagonists is their way of making things right, but then their lack of interaction with the protagonist side aka Tsuna's side in this can still lead the future astray and "mess thing up", since they have no control over how Tsuna and co would react, hell, they don't even have control over whether Tsuna and co would survive the battle or not. (Tsuna almost got killed in the Melon base right, Cervello is right at Shoichi's side and they did nothing)
Actually whoever in charge of "surveillance" Vongola rings, Giglo Nero or Cervello or any mafia family for that matter, totally not doing a good job at all at the Future scenario. They don't protect the future-rings and they let the holder of the past-rings involve in a big as hell battle with no way to make sure he would survive. My pal once joked that that timeline is about to be doomed either ways so the observers let nature take its course, now I actually start to see the logic of it.
Still, Cervello in the picture is actually logical. And when we count in the Vongola XV art (the one look like Basil one) we can see Cervello at the background right? Maybe that's when they decide to interact with the protagonist side to make things right down the path. (After 4 generations from Tsuna what are you guys waiting for?)

But I totally understand you and actually have the same idea. Whoever (be Cervello or not) is in care of watching everything is alright is doing an horrible job. I'm still very confused how TYL Tsuna could destroy the rings without so much consequences, not to mention the lack of intervention with Byakuran killing all the Arcobaleno (yes, Kawahira said he saw Uni was determined to do anything to protect the world, but... Isn't it your job too, Kawahira? Aren't the Arcobaleno your responsibility?) Thinking about it, they don't even know TYL Tsuna faked his death, so the one capable of using one of the rings in charge of the world died and you... did nothing? You actually are with the enemy? Look, Cervello, I'm trying to make a logic of your actions and you are not helping.
Maybe is like your friend said, if everything is messed up, well, at least let's see how would end.
Well, we now have the possibility of them finally helping correctly in the generation XV, cough.
