HEADS UP : might be long and i couldn't find the name for the other electric user but, i believe they're calling her "Double A"? so that'll be her name for this post + was spurred on by the MLA theory but now also influenced by @keshimasu letting me yap. ( this MIGHT be long but, I'm genuinely just yapping before I forget to write it down )
Society is openly preferential and cruel to those with quirks that either fall into 3 major categories ; romanticized, exploitable and unacceptable. So far, Electricity falls into two categories because of it's rareness and flexibility however it's blatantly abused to the point where there's a considerable amount of electric based users becoming villains because of it :
• Double A / AA ( hero ) • Elecplant ( hero ) • Yuyu Haya ( hero?? )
• Teruo Unagisawa ( villain ) • Tesla ( villain ) • Amplivolt ( villain ) • Six ( villain )
• Raito Sanda ( unsure, ua student ) • Denki Kaminari ( hero ) • Unlisted users AFO stole
When you keep in mind how many "conventional" villains it's little sad and the fact it was never really mentioned again is disheartening let alone mentioning it again when they brought up the eugenics that Endeavor was participating in / the Himura family because these villains aren't just doing it for the sake of being evil, they're either manipulated ( Six, Teruo ) or fighting for an honorable purpose ( Amplivolt, Tesla ). They're not common but the fact many turn to villainy because they've had enough or just want to use their powers their own way ( Amplivolt ) with heroism being the expected choice because of natural disasters + clean up crew ( Elecplant ) despite the potential health drawbacks that do not help with the numbers at all. It'd be one thing to have just one or two turn out to be villains but for there to be enough to make a list and for them to be villains when their numbers are low in the first place? Something isn't right.
BLOOD :: I do believe in the theory that at least one of Denki's family members ( or a majority ) are villains ( conventional or not ) outside of the hand gesture, it'd make sense especially since we know how the society is about quirks along with the probability of most of them being either born for monetary reasons for their quirks to exploit or another asinine reason because of the high demands for them similar to how the Himuras sold off their family members to keep the blood and money alive / being used to thr equivalent of puppy mills for the lack of a better comparison; this isn't to say that EVERY electric quirk user is related as they've clarified there's ways of intentionally marrying someone to get a certain outcome despite it being outlawed but at the same time we see in their society how they're not below having children to meet certain demands despite the morals behind it.
In Denki's case though? I feel it's true that he was born for the sole intention of his quirk being utilized considering his insecurities around it / abilities and the way he allows people to use him despite being uncomfortable with it as he's aware one way or another that he's going to be using it unless he lies. It's a theme to make the kids look like their mother and so AA being his mom tracks because they look too similar it's just her highlights are on her bangs with no shape whereas Denki's is in the lightning bolt shape and his eyes are far lighter like Amplivolt's ; both on opposing ends on the spectrum when it comes to the fates of electric users with Amplivolt representing those forced into the role in a civic setting and those just wanting to be able to freely use their abilities and AA complying in the role she plays but there's little known maybe she only played surrogate and left but, maybe she WANTS to be there - who knows?
Denki is in the middle with him and has been fighting the entire time because he knows what awaits him; he wants to be a hero but at the same time he doesn't want to be just another commodity to be used on a governmental scale but throws his reservations out for the sake of others because at least that's his choice. You can't tell me that Denki got into UA, the most prestigious school in the east, because of his grades nor lasted that long academically when he's notoriously come out as the lowest ranked student in grades : Aizawa, Izuku and Hitoshi have pointed out that it's quirk based and with Denki being a rare case there are definitely strings being pulled behind the scene to give him the illusion that maybe he has a say in his future when in reality his options are simply sidekick or hero because the other courses weren't an option.
SOLIDARITY :: for anything ( species ) wise to be considered "rare" after a search means ≈ 10,000 give or take documented at a time and unfortunately electric users fall under this category, given the nature of their quirks - as ideal as they might be, they deal damage to the user because even the human body has limits and definitely could shorten their lifespans in the same manner One For All slowly kills the host from the strain of consistently being used meaning there's never going to be enough of them around let alone more unless quirk eugenics are used to create a child with plasma/electricity or some other medical intervention but, that's not meant to be possible because of it being outlawed ( at least in Japan ). At this point, I wouldn't think it would be too far-fetched for the users to start seeing each other as "Family" but, in a community way as they probably acknowledge the fact there's so little of them in the first place and have a certain solidarity in the same way the heteromorphs do ; Even Tesla didn't want to hurt Denki after realizing what he was despite being down for murder and I'd have to go back for Amplivolt's panel because I don't think he wanted to hurt Denki at all either but I could be wrong.
But, even they acknowledge the fact they have very limited options and there's a huge possibility either could be related because I'm looping back to the idea of them being paid because when there's a demand? You have to have the supply and we've seen that in the real world along with the series poking jabs at it with the "designer" babies ( coughSHOTOcough because i don't think he's a naturally occurring chimera anymore ) being a fad for a long time then we got a glimpse about the abysmal treatment and discrimination that happens so, I wouldn't be at all surprised if they had a fucked up way of perceiving electric users as nothing more than commodities for whatever they're doing which would explain why so many in the series are unwilling villains or have a vendetta against heroes.
Raito tapped out because he realized he had a choice despite the disappointment of Fuji and wasn't going to risk his life for it when there's another way, Teruo only did trigger + became an instant villain because he felt so insignificant, Tesla like the others that followed Stain hated the world that the heroes have created that's so shallow, Amplivolt is part of the MLA because he is against government regulations ( the government appointing them these roles / expectations ) and is a leader because of this, then the electric users that Zen stole from? We don't know but, it's safe to say they were also probably vulnerable or desperate seeing as he has a type of prey that he goes for and obviously isn't below manipulation.
Because this isn't even acknowledged beyond a few lines in the series, I sincerely doubt there's any change in the way they're treated unlike what Spinner and Shoji had accomplished ( although that feels like such a cop out, that storyline made no sense and pushed the wrong agenda about conforming ) and they'll probably keep on experiencing this until they're either extinct or firmly put their foot down about it.
This also makes that theory going around about Denki being the UA traitor / a spy hold so much more water when thinking about this AND how he was treated throughout the series but at the same time? It makes him unique because he had every reason to stab everyone in the back for the sake of dignity and self perseverance but, he doesn't -- wouldn't.
