He was thrown into a cosmic garbage dump, he wants to take revenge on the Tallest and all the Irkens, creating his own separate, strong state.

He went to planet Earth after Zim, joining his class and trying to befriend him. He does this not to take over Earth, but to take Zim. He persuades Zim, saying that he is actually hated, but Zim does not believe him, and thinks that Smallest wants to take over the mission and kill Zim.
