Bill Scully raged for YEARS about what a bad man Fox Mulder was. Even when facing his dying sister, he threw Mulder in her face as if he was something she should distance herself from, something that was ruining her rapidly shortening life. He didn’t understand, didn’t even try to understand, who Mulder was as a person to Scully. 

But Maggie … Maggie knew right away what kind of man he was. And she liked him immediately. She stood up for him, put her faith in him, treated him with a love and respect that most people never bothered with when it came to him. 

And in the end, nearly 20 years after Bill stood in a hospital demanding to know where Fox Mulder was in the face of tragedy, Mulder was the one holding Maggie’s hand as she took her last breath. Mulder was the one comforting Scully. Mulder was the only other family that was there.

So, to belatedly answer Bill’s question, Mulder is where he’s always been, Mulder’s exactly where he should be.
