Yes that means he brings you with when he's out doing crime. Don't worry, you have your own mask that keeps you safe from the fear gas.
You don't have to worry about the cops either. He'd rather turn himself in and let you get babysat by one of the other rogues until he breaks out again than ever let you step foot in Arkham.
Despite his whole thing about fear, he hates seeing you scared. He's suffered childhood trauma himself, he's not letting you hurt like he did. Especially if you're a trauma regressor, he's keeping you so very safe and happy.
Can probably tell when you're regressing before you can. He is a psychologist, after all.
As for who babysits you when he's in Arkham, it's usually Riddler, or he leaves you with Harley. Littles love Harley, this is known.
He prefers older toys to modern plastic counterparts and neon plushies. He'll usually buy you things from thrift and antique stores. If anything needs repairs or repainting, he'll do it himself.
He has a fondness for legos, though, so you get those.
He also usually dresses you in older style clothing, again mostly from antique stores. He's got that victorian doctor aesthetic to hold up.
He makes you your own little Kid Scarecrow outfit to wear while you're with him during crime stuff.
However, he usually tries not to go out while you're little, since he won't leave you home alone but he doesn't want you getting frightened in the big city.
Yes, you're always safe with him, but he knows better than anyone that you can still feel scared even in the safest place on Earth.
I imagine in-universe there's a good amount of rogues merch, even if it's kind of an underground market, so he definitely gets you Scarecrow merch. Again, the bit. You gotta commit.
If there's not any, or nothing good enough for his standards, he'll make you some. You definitely have a little plushie of him to carry around and cuddle with, especially for when he's in Arkham. Probably has voice messages in it.
This man loves to read to you. Bedtime stories, novels, even just reading out loud from whatever scientific thing he's going through. He's got a very nice, calming voice that can make even things you absolutely don't understand a perfect bedtime story.
And if you have any questions or want to know more, he'll always find a way to explain it to you, even if it takes a while and a couple days of other lessons to get to the thing you were initially curious about. He was a professor, after all.
I feel like this man would like the arts? Idk. Arts and psych have always gone hand in hand to me. He's the type of guy to read you poetry and stuff.
He absolutely analyzes anything you write or draw and show to him, he finds it very fun, always gives you lots of praise for how wonderful you did with it.
He strikes me as liking to paint and he'll paint with you, though he probably keeps you away from whatever he's currently working on while you're little. He'll paint something new for you.
