Just read The Ballad of Songbirds and Snakes, and I now I think Suzanne Collins is a bird-truther. In the book she goes more in depth about Jabberjays, the birds that were engineered by the government to record rebel conversations. And her tone is very pro-rebel even though she writes the novel from the perspective of a young Coriolanus Snow, the future president of Panem. She knows the birds are listening, and she's spreading the truth with her writing like a true activist.
