Parking notes are usually written when a stranger feels strongly enough to leave a message.
Most people will never meet the person they are writing to. Yet for a brief moment they decide that a handwritten note is worth the effort. In many cases the note becomes the entire interaction between two strangers.
What makes parking notes interesting is that they often exist in place of a conversation. Rather than confronting someone directly, a person leaves behind a few words and walks away.
The message left behind often reveals more about the writer’s emotional state than the parking job itself.
Once the car disappears so does the interaction itself. All that remains is a piece of paper documenting a brief moment between people who will likely never meet.

I can't find any information about the original font.
There's an attempt at a re-creation of it called Grunge Bold (2017), which you can download here.
Looking at this again, I think the original font was a distorted version of FF Harlem (1993) [Fonts In Use · Identifont]:
The release date of FF Harlem lines up with when MTV is supposed to have started using this font, and most of the letters are pretty similar (except for the t).
