Refugee emergency operations are failing to meet even the basic needs off refugees due to a lack of funding and because most operations deny refugees the right to work. The root of the issue is that our refugee regime was written in a specific context (local to Europe to help against persecution) and was applied globally to people seeking refuge for different reasons. Solving this global issue seems impossible because no nation wants to take on the burden of refugees and enforcing this shared burden is simply not possible. The authors suggest a plan to solve this global issue in which agencies would be encouraged to develop refugee areas in regional havens, modify the area by learning the needs of refugees, and replicating the haven in more places.

The United Nations refugee regime was created in 1951 to ensure that European Nations would help people persecuted by communist governments. Despite its specific purpose, this regime was applied globally and has not changed much over time, resulting in ineffective assistance to refugees. The regime did not include any incentive for honeypot countries to take in refugees, so the poorest and most fragile countries, those closest to the asylum-seekers, have taken in the majority of refugees. In addition, the majority of people who are taken in as refugees are placed in long-term encampments that serve only as a place for the 'denial of rights and a waste of humanity'.

1. Honeypot countries would be better able to accommodate refugees, but have the ability to avoid taking in refugees due to their geographic positioning and the lack of incentive to take them in. What kind of incentive would these countries need to take in refugees? Who would provide the cost of the incentive?

2. If the weakest players in this 'suasion game' were to start turning away asylum-seekers, would the stronger players be forced to cooperate?

The system in place to help refugees is ineffective because it was created in another era for refugees with different needs than those of modern times. The refuge system should not aim to simply provide people with daily necessities, but rather to help people reach a stable state of autonomy. There is not an easy fix to prevent further people from seeking refuge in the first place, as not all refugees flee their country for the same reason.
