The idea that Steve and Bucky’s relationship is codependent is fueled primarily by two things:
Heteronormativity, yes, but especially toxic masculinity.
We, as a society, are just not comfortable with the idea of men needing each other. We are not comfortable with men supporting each other, intimately, through emotionally difficult times. We are not comfortable with men wanting to be a haven for their male friends or even their male partners.
And that’s the thing, their relationship is about sharing the burden. Sharing the burden is something we all do, or should strive and hope to do, with friends, with lovers, with family. It is not unhealthy, it is not codependent, it is a kinder way to go through life.
And yes, of course, their relationship is intense but they both live and lived through traumatic and intense experiences. Was it codependent of Bucky to support and cherish Steve when he was alone and disabled in the 30s? No. Would it have been codependent of Steve to support and cherish Bucky while he recovered from torture and imprisonment? Also no.
All of Bucky’s feelings of inadequacy and self-doubt and grief in TFATWS are so palpable and they are there because Steve left him and they are separate and aside from his guilt for what he was made to do as the Winter Soldier. Being abandoned by the one person who believed in you unconditionally, especially when you had your entire sense of self and agency wrenched away, is not good for you, even if you do grit your teeth and make it and ultimately recover.
Everyone is telling Bucky to trust people and make friends but that is what he already had with Steve and he never got to live it. The fact that we can’t see that as a good relationship, a mutually supportive relationship, is because they are both men. It doesn’t even matter if that relationship is read as romantic or platonic, the fact that it is intense and necessary and between two men makes society want to label it as problematic and unhealthy.
