i have decided that the us government, particularly shield, at least kinda knew what happened to bucky like the government spent years looking for steve but they never once looked for bucky despite having a pretty good idea of where he was? assuming they looked within a few weeks or months there would have been obvious signs of what happened to him mainly a giant crater in the snow (a crater that size probably wouldn’t be filled in with snow for months) as well as marks and potentially blood where he was dragged away?? even if they assumed that something ate the body there would be evidence of that, specifically clothes or bones? like obviously he wasn’t as popular as steve but the american public knew and cared about him so i find it hard to believe that no one was looking for his body? and like with zola working for shield it only makes sense that someone that was approving his projects knew about the winter soldier program cuz there’s no way he was funding all this shit by himself??
