This is Timegate. Timegate is about to put the smackdown on Skulker, who dared to try and hunt down his daughter.
Timegate is a full ghost. He lives and works in the Ghost Zone, though he does have a home outside of it as well, as Raine expressed a want to explore the human realm as well. Timegate is the ghostly embodiment of Danny's humanity that was ripped from him during the events of "Ultimate Enemy". After that point, he went into hiding and became the ghost who he is today. He works as Clockwork's apprentice in the old Ghost's Tower. Timegate views the millennia old ghost as a father figure to him, especially now, since his family and friends are long gone. The one's from his time, at the very least. Timegate exists outside time with Clockwork, and he does interact with Team Phantom quite frequently, and Danny sees him as an older brother type of figure. He also has less constraints put on him, as he is only the apprentice of time, and not the master of it. He knows the inner workings of Clockwork's tower, but he also understands that there are things that he can and cannot do when it comes to the time streams. Losing the people he cared about the most and then dying soon after really helped him mature, sad as it is to say. Raine was brought into the tower by Clockwork not long before the events of "Ultimate Enemy". She was one of the first 'failed' experiments of Vlad's when it came to cloning Danny. She was also the most stable of the bunch, as he didn't mess with her age as much as the others, and when discovered as being a 'clone' that was the running theory as to why her DNA didn't destabilize. That, and the fact that instead of just Danny's DNA being used, Timegate's Sam's DNA had also somehow gotten mixed into that mess. Timegate immediately recognized her heritage. She looked so much like his Sam it physically hurt, regardless of the fact that she had no similarities in personality as she took after Danny in that regard, and it took him time to be able to properly be around her, but in time he became so fiercely protective of her that it was hard to call them anything other than parent and child. It only took him a few weeks to completely adjust to her presence.
I had a lot of fun with this one, and it felt good to do a simple background for once! I'm definitely going to write short stories for Raine and Timegate
