This delivery occurs because the IP address of the sender was blocked. It is possible that either Microsoft block the user IP address or the user were involved in spam activity (earlier). Receiving an email regarding the status of delivery confirmation is known as DSN or bounce message. If you received mail as NDR, you will get the error code indicating the reason forthe non-delivery of the email.
Possible reasons for the error
Network connectivity. This happens when Office 365 tries to send a message to a user server (outside Office 365) but there is no network connectivity at the external server.
Message expiration: It may be possible due to the expiration of the message before delivery. In this situation, the sending servers tried to deliver the message but the message had expired. This problem also the result of reaching the message header limit on a remote server or some other protocol time-out happened during communication with the remote server.
More SMTP envelope recipients: When there are more than 200 SMTP envelope recipients in a message for the same domain, this error occurs.
Having SPF or DKIM: This NDR issues created by the message have IPv6 and passed either SPF or DKIM.
Temporarily restriction: The server finds doubtful activities and temporarily restricted the activity for further evaluation.
Offline activity on email: While working on Microsoft Outlook, the user saves an email in a file format and someone else opens the message (offline) and sends the reply. This error arises because the message property preserves the legacy Exchange DN attribute only when Outlook sends the message.
Too much spam: If a user sends too much spam emails, his account couldbe blocked. This happens when the account has been hacked due to phishing or malware.
