You said when you do a celebrity sim you put eyebrows in the skin

I first get an eyebrow reference. You can get one by opening the package of an existing eyebrow you like and extract the texture from there. For females, I use pixelores.

Click the quick mask tool icon.

I use the quick mask tool to select the area I want.

After that, click the quick mask tool icon again to exit the selection mode. Press delete to get rid of anything that isnt part of your selection.

I then move and scale the eyebrows to match my reference.

Scaling alone doesnt really work well as you can see some area of the other brow below. I then use the liquify tool to stretch out the inner area so it matches the shape of the one below. My Size is 256 and pressure is 11.

Once you think its correct, press okay.

Now all I do is brighten the image and change the saturation to match the one below or set the layer mode to luminosity. I then set the layer opacity to 70-80%.
