That I’ve got no clue. She’s probably just one of those “living” dolls that don’t really move much (or at all).

That could be a headcanon you know. Some characters are mainly headcanon since there’s little to no information on them.

So my headcanon could be along the lines of her being " asleep " in the wheelchair until " winded  up " thus being awake in a sense but due to the nature of a clockwork doll, she has to be winded up periodically
