Turnkey Paper Mill Projects: What Turnkey Actually Includes
Turnkey is the most used and least defined word in industrial project procurement. Two suppliers can quote a turnkey paper mill, differ by 40 percent in price, and both be telling the truth, because they have drawn the boundary of the word in completely different places.
If you are comparing proposals, the single most valuable thing you can do is force every bidder to define their scope against the same list. Here is that list.
The eight components of a genuine turnkey scope
Basic engineering covers process design, mass and energy balances, equipment sizing, plant layout and utility requirements. This is the document that determines whether the mill works, and it should be delivered and reviewed before equipment manufacture begins.
Detailed engineering covers piping and instrumentation diagrams, electrical single-line diagrams, foundation loading drawings, structural requirements and cable schedules. It is frequently excluded from cheap quotations, and its absence is discovered when the civil contractor asks for foundation drawings that nobody has produced.
Equipment supply is the machinery itself. This is what every quotation covers, and usually the only thing they all agree on.
Civil and structural works are almost always excluded from equipment supply, and almost always the item that blows the budget. Foundations, buildings, machine hall, effluent structures, roads, drainage. If it is not explicitly in the scope, assume it is yours.
Utilities cover the boiler and steam distribution, power connection or captive generation, compressed air, water intake and treatment, and chilled water where required. These are often quoted as client scope in a single line that represents a very large number.
Erection and commissioning covers mechanical erection, electrical installation, instrumentation, cold and hot commissioning, and start-up. Ask specifically whether the supplier provides supervision only or full erection labour. The difference is substantial, and supervision means you are hiring and managing the crews.
Performance guarantee and trial run should specify guaranteed output at a defined grade, guaranteed steam and power consumption, and a defined trial period during which those figures are demonstrated. Without this, turnkey means the supplier's obligation ends when the equipment is bolted down.
Training and post-commissioning support covers operator training, maintenance training, the spares list, spares lead times, and the duration of on-site support after handover. A mill with no trained operators is a mill that will damage its own equipment within the first year.

Where projects actually go wrong
The battery limit gap is the classic one. Supplier A's scope ends at the machine's steam header. The boiler supplier's scope begins at the boiler outlet. The piping between them belongs to nobody, is discovered during erection, and is quoted at emergency rates. Draw a single battery-limit diagram covering every interface and make every bidder sign against it.
Sequential rather than parallel scheduling is the second. Civil works waiting for equipment arrival wastes an entire quarter for no reason. Foundations should be poured while machinery is still being manufactured, which means foundation drawings must arrive early, which comes back to detailed engineering.
Underestimated utilities is the third. In much of Africa and South Asia, reliable grid power is not available, and captive generation is a major capital and operating item. This is routinely treated as a footnote in project budgets and turns out to be one of the largest line items.
And finally, no performance guarantee tied to your grade. A guarantee at 60 GSM is worthless if you intend to produce 120 GSM. Tie every guaranteed figure to the grade you actually plan to sell.
The comparison method
Build a single table. Down the left, the eight scope items above plus every battery-limit interface. Across the top, each bidder. Fill in included, excluded or not stated for every cell.
The cheapest quotation almost always has the most excluded and not stated cells. Once you price those gaps yourself and add them back, the ranking frequently reverses. This exercise takes a day and routinely saves a substantial fraction of project cost.
Realistic timelines
For a mill in the 50 to 150 TPD range, from signed contract to commercial production: basic and detailed engineering 2 to 3 months, equipment manufacture 5 to 8 months, shipping and inland transport 1 to 3 months depending on destination, civil works 6 to 9 months running in parallel, erection 3 to 4 months, and commissioning and stabilisation 2 to 3 months. Twelve to eighteen months total is realistic. Anyone promising eight months for a greenfield mill is either excluding something significant or has not built one recently.
In short
Turnkey is not a specification. It is a marketing word. The specification is the scope list, the battery-limit diagram and the performance guarantee. Insist on all three in writing from every bidder, compare them on identical terms, and price the gaps yourself. Projects fail on scope boundaries far more often than they fail on machinery.
