Het ontstaan van het Binnenhof gaat terug tot de bouw van een kasteel door de graven van Holland, die er sinds de dertiende eeuw hun residentie hielden. Later werden zij in deze keuze opgevolgd door stadhouders, de Staten van Holland en West-Friesland, de Staten-Generaal van de Nederlanden en, sinds 1815, de Staten-Generaal van het Koninkrijk der Nederlanden. Het Binnenhof is het oudste parlementscomplex in Europa dat nog als zodanig dienstdoet, waarbinnen de vergaderzaal van de Eerste Kamer, rond 1655 gebouwd als vergaderzaal van de Staten van Holland en West-Friesland, kan worden gezien als de oudste in gebruik zijnde parlementaire vergaderzaal.
