As those words hung in the air he stopped knowing that the other was hurt. There was a hole in both their heart after he forced his quirk onto Yoichi.
So the only thing he could rationalize to keep the other safe was lock him up. Because at this point he knew he would run away, their relationship was in tatters.

Maybe foolishly go to the government then end up as a prisoner of war, or maybe jump off the bridge like you been acting like since I put you here,” he points out frustrated.
