I’ve always assumed lower necklines were just what was fashionable in Amestris, so she had to wear a shirt to cover her tattoo. Admittedly that’s not as fun as assuming she has bad taste.

Unfortunately however, the manga came out in the y2k, the belt is fashionable. The fashion is just bad.
