Jinbe hiding the fact that he cares about Arlong behind his own morality is really interesting. Like he frames freeing Arlong as an unfortunate technicality and not something he is actively choosing to do.
The same thing happens when he beats Arlong fully knowing he could have killed him right there. He physically can't and won't admit he cares about the guy and instead frames it under abiding by Fisher Tiger's will and not his own.
When Jinbei apologizes to Nami he takes full responsibility of Arlong's actions, almost adsorbing his sins and wanting to be punished for them in Arlong's stead. His morality here is dehumanizing.
Because its Jinbei's conscience that's tormenting him, not Fishtiger's morality, thus its his love for Arlong that lead to what happened to Nami. So when Nami doesn't let him apologize for Arlong/hurt himself as recompense for her suffering she gives a portion of Jinbe's individuality back and it so sweet.
