There's a lot of scam bots and people on tumblr, some acting like refuges others acting like tumblr staff - in this one, they tag you and say you need to go through steps for verifying. DO NOT ENGAGE. Block and move on. This goes for anyone in your inbox asking for money, as most of them aren't actually in need, and in some cases, the money you send over aids them with sex trafficking or other severe scenarios. Do diligent research on anything that seems supcious, and take caution. Block, report, and move on.
