I maintain that Rayquaza, Groudon and Kyogre all contributed something to Lugia, mainly how she gets around.
Uncle Rayray taught her how to fly. Groudon helped her to walk on land. And daddy Kyogre? Well, obviously got the baby birb the ability to SWIM.

If we ship something (or our characters otherwise have a very developed relationship romantic or not) know that I definitely want to talk about it. All the time. I am totally willing to talk headcanons, scenarios, do plotting, all of that– but I don’t want to seem like I’m being pushy by bringing our muses’s relationship up. I just want to know that if I do talk about that sort of stuff with our characters that I don’t come off as annoying… Or seem like all that I’m thinking about is our ship. If you do let me know it’s okay to talk about it whenever, though, totally expect me to send you anything I think of when it comes to our muses relationship! There’d certainly be no shortage of things to talk about. I just want to make sure that you’re just as engaged in it as I am.

Quickly covers her little brother’s ears. You heard nothing, Celebi. NOTHING.
...She literally gets beaten half to death left and right in order to protect this Earth, don’t mind her.
The promise seemed to ease Groudon quite a bit, letting Maxie’s form remake itself into the formal human body. He seemed slightly pained, but tried to hide it.
“Then we will leave momentarily. If you wish to conceal our identities for an hour from now, that would be optimal.”
Groudon still didn’t quite like their supposed niece, but that would have to come up some other time. For now, Lugia was useful.
Lugia nodded in understanding. An hour was a mere matter. She’d allow him free reign for longer than that, just in case they ran into trouble.
Concentrating there was a momentary sparkle of light that surrounded the other’s form, before dissipating. Perhaps Groudon would sense Lugia’s power at work, staying around Maxie’s human body like a feather light shroud.
“There. Now when humans look at you, they will not think to link memories of what Team Magma did to your form. They will, of course, see you and possibly mention a resemblance, but will be unable to mentally make any further connections.”
She sensed Maxie’s discomfort still, but she said nothing. Merely using a bit more of her power to send a soothing wave of healing. No need for either host or legend to feel uncomfortable, after all, while they were exploring for the next while.
“Oh, what a shame!”
Groudon’s voice dripped with sarcasm through Maxie’s mouth. The God of Land couldn’t care less about what happened to Maxie at this point.
“But, if you could give me some sort of veil to make the people I speak to forget about the Magma Leader’s past actions, that would help greatly.”
It was no secret that Groudon was not a fan of Lugia, or any water types at all. It was worse when said Water-Type was the daughter of the mighty annoying Kyogre.
But Groudon would smile and nod through this interaction.
Good thing she wasn’t a water type, but she wasn’t going to mention that to Groudon, despite him broadcasting his thoughts loud enough for her to hear.
Then again, for the psychic/flying that she was, she was a notorious mental eavesdropper.
“It is simple enough for me. Just tell me when you wish to embark into the world of humans and I will erect a glamour for you.”
Slowly, but surely, their form started to restabilize. Groudon was angry, but the human bonded to their soul was stubborn, wanting, almost pleading to cool down. The magma stung his skin.
“How… how do I change that? Do I need another human? There is none so stupid as to enrage me as this one was… or his fellow teammates,”
The human hand closed around Lugia’s faux visage’s. It was cooling, a relief for Maxie, but a pain for Groudon.
“When I try to change my views on these insufferable creatures, they give me no chance!”
While she felt cool to him, he was warm for her and that was fine. Much less intense this way, she didn’t start sizzling as she had before. So she closed her eyes and leaned into his touch, contemplating the ancient one’s words.
“...I could accompany you, if you’d like. It’d be a simple matter for me to make the humans not see your vessel’s true appearance or to make them ignore him or temporarily make them forget for a moment, Maxie’s transgressions.”
She was a psychic, after all. A powerful one. It really would be easy for her to bend the minds of others or change their perception slightly so all they’d see is a stranger trying to get to know them.
“If it’ll keep you from growing too angry -- and from overheating. I feel like your host is a bit uncomfortable when you are angry like this.”
