Alright so the total is 130 cats in the clans. This means 13 would be the exact number to have 10%, but for a functioning allegiance, you may go up to 20 like I did. What you’ll do is pull up a random number generator and set the values between 1 and 130, and roll it between 13-20 times, each time matching your rolled number to the character in the allegiances.
Once you have your characters, organize them into a survivor template like so:
