One of the best parts of Aegon and Aemond's dynamic is the fact that Aegon genuinely doesn't understand that what he subjected Aemond to his whole life was bullying. And it's such a good example of how some real life bullies view their actions.

From Aegon's POV all of it was done in good fun, if Aemond got a bit "too upset" it was Aemond's fault for not being able to take a joke. He was just "teasing" Aemond because Aemond was easy to tease, because he was different/more withdrawn than him/their nephews.

Even with Aegon jumping into his defense, supporting him during the family dinner, inviting him into his Small Council....he is still able to bully him and humiliate him because to Aegon "it is just not that serious and if Aemond gets hurt it's because he's too sensitive it's not Aegon's fault"

That's why Aemond burning him and hurting him like he did makes no sense to Aegon. He doesn't believe that Aemond would do such a thing because in his mind Aemond has no reason to want to hurt Aegon as he had. All of the things Aegon did/said were said in good fun, for laughs, for someone's entertainment, hurting Aemond was never serious to him so why would Aemond get that upset about it.

A perfect example of a lighthearted bully and their victim who has to live with the psychological scars they leave on them.

It's the way bullies think about their victims. "It was fun and harmless for me so why wasn't it harmless and fun for you as well"
