I know Scaramouche and Mona barely has interaction but it'll be interesting to see them interact, especially with the "the stars are a lie" mystery/debate they could have. I can see Scaramouche respecting Mona for her talents and skills even though he's an harbinger and they're rivals.

Childe is Zhongli's wallet so Scaramouche can help Mona cover her expenses. However, Mona is rather prideful and she doesn't want his help. Scaramouche will try to slyly give her money like having one of his underlings buy a reading and leave a very generous tip. He forces them to swear to secrecy so Mona won't find out. Of course, she eventually catches on and she tries to pay him back with dinner and other things.

The other fatui are very amused by Scaramouche's crush on Mona but they know better than to tease him about that (except Childe who knows no fear).

A fanfic I would write for "the stars are a lie" isn't based on any theory but a thought I had. Scaramouche tells Mona that the night sky is actually an ocean and the stars are the reflection of people's visions. The meteor that fell held Leonard's ambition and that led them to climb the mountain. Scaramouche was able to break out of the dream because he has his own vision and ambition. Mona had been reading people's hearts and their wish for the future.

It’s not like they barely have any interraction but Scaramouche himself is not even out (yet) aside from that unreconciled stars event, which is a limited event not everyone will see. In fact the only interraction so far coming from Scaramouche is his talk with Mona (and traveler, but mostly Mona is the one respond and the only one knew he is a fatui).

And yes YES YES their interraction and relationship can be very, very spicy and in a way can be positive as Scara can take care of Mona’s life with his fatui money and Mona can change Scara’s arrogant unlikeable attitude. Both can work as rival, both have the same goal to unravel the truth about the world.
