It’s the “shoujo bubbles” a really soft background that is moslty used when a moment has romantic undertones to it, which can be related to a charcter or both of them. Shoujo Bubbles for ichiruki has been used here with Rukia
They just praised the man in her heart (Ichigo lol) and then she proceeds to think about him, the shoujo background is perfect imo she is in love. Then we have Ichigo and Rukia both share the “shoujo bubbles” here
