I believe that Noelle and Kris have clipped through the lake and into the code as other people have theorized.

Furthermore, I think NOELLE is the voice in the code, not Dess.

Let’s look at this chapter’s unused dialogue:

With the interaction with sans during the fair, we have strong evidence that the paper in undertale sans’s drawer is the same ice cream punch card we fill out in Undertale. It’s VERYYYYY interesting that the phrase “Don’t forget” is in quotations here in the dialogue, echoing the paper in Undertale. Only someone who could have seen the punch card which may have had a pre-printed phrase such as “don’t forget” would be making this connection.

I think it’s also interesting the phrasing of Noelle/the cloaked figure as being “used up,” while the voice here is “unused.”

I’m not saying it can’t be Dess, or even sans himself who is falling through the code into Undertale as it’s playing out “under” hometown. I just think with what happened to Noelle this chapter, there’s a very fascinating connection to be made.
