Why is the book titled "The Ragpicker King"?

Is it just me or he didn't get to do much in this one, like he was just "there" most of the time, apart from the last chapters where there is the big reveal about his identity, and even there, we only see him through the eyes of Lin, who describes him as having "an unreadable expression" . I think Jerrod had more lines than him. At this point, since CC has been teasing about him having a lot of secrets, I expect him to have a more central role in the last book, which is titled "The Bone Conjurers" (and wasn't Andreyen exiled from the Sault for trying to do bone conjuring?)

Finished the Ragpicker King, opened Ao3 and to my horror there are only 3 fics???? With less then 1000 words??? How is this possible? I guess I'll just have to reread Sword Catcher again...
