HOW THE INDUSTRIAL POLICY OF THE GOVERNMENT SHOULD BE?
Protection of small industries, creation of basic facilities, to make available the market, consumption of production, and to be able to keep the prices under control, should be as industrial policy of the government.
The industrial sector should be categorized as establishment of international trade oriented production sectors, indigenous trade market, and production of essential commonly used objects. Cottage industries at the level of village panchayat – small-scale industries at the revenue panchayat level, medium-scale industries at Mandal/block panchayat level and large-scale industries at the district level should be established.
At the district level, along with the development of agriculture, by making it convenient for the establishment of agriculture dependant cottage industries, small and medium-scale industries, along with the financial support for it, supply of raw materials should be provided. Village panchayat, with the assistance of revenue panchayat, should purchase agricultural products, and provide the facility of warehouses.
At the state level, by establishing industrial development estate, along with the finance assisting institutions, they should have the duty of purchase of production, and providing market also.
Trade orient productive industrial establishment should be formed in the international market, so that globalization could be faced, with national view, and under the control of central government. At multinational level, with foreign investment partnership in excess, native investments in small amount…, in the same way, in the matter of establishment of some more large-scale industries intended for national interests, the division of system of industrialization should happen, as the native investments in very excess, and in the manner of with the collaboration of foreign investments.
ESTABLISHMENT OF INDUSTRIES, SALE OF PRODUCTION, & PROTECTION OF COTTAGE AND SMALL-SCALE INDUSTRIES
The representatives of producers and consumer associations, the representatives of business associations and the government representatives – only through the high-level organization/ committee including all the aforementioned, the determination of prices, and their regulation should be implemented.
Encouraging for savings, by providing investment, for small-scale, medium-scale industries, by taking the joint assurance of ‘industrial cooperative society’ for it, by means of creating market for their productions – the complete amount of loans can be recovered. For this, a separate department should be formed in the banking system itself and thereby it should be made sure that there will be no possibility for these to suffer loss to the force of large-scale industries.
The national large-scale industrial sector, multinational investments should be kept at a distance, to the productions having a direct relationship with the daily needs of common people based on minimal needs. Thereby, benefit is caused to small-scale and cottage industries. Even the traces in the shadow of world trade organization, globalization should not come in proximity to these.
Production, especially distribution system sector, in any way should not be given the opportunity for privatization or individual ownership at all. Supervision of panchayat at the village level, in those various stages essential commodities should be distributed only through local self-governing machinery. Politics, its contract system should be suppressed mercilessly.
The “local taxes etcetera” in buying and selling, should not be left only to the wish of the businesspersons. The system of collection of sales tax should be reformed completely, and ‘sticker’, culture and exploitation should be eliminated.
CONDUCT OF LOWER LEVEL BUSINESS
The complete freedom, in demand and supply, should not be given completely only to the wish of the production sectors and to the conduct of the market, for business groups’ ‘syndicate’ and opportunities of black market. In the matter of pricing, along with the local government machinery, it should be controlled, with the supervision and assistance of consumer societies.
