Lucius is a young man, desperate to prove himself, throwing himself into the war with moral and perhaps intellectual abandon. The humiliated, older, and wiser Lucius Malfoy of Deathly Hallows is an inconceivable reality to a Lucius Malfoy who is Lord Voldemort's right-hand man, subject to the jealousy and awe of his peers, and taken into the confidence of someone he knows is soon going to be the most powerful man in the world. This is his golden age, of strutting about like a peacock, showing off his wealth and power - running the Ministry with an owl and a bag of gold, a book full of blackmail material, and a fearsome reputation. All he wants is more: power, influence, blood on his hands.
His social circle is split between socialites of normal society and his Death Eater brethren (or almost split, save for some overlap, like his brother-in-law Rodolphus Lestrange). Respectable people who would never dirty their hands, and in their presence, he would never - and then at night, with his brothers, he is revealed to be among the most sadistic of the Death Eaters. Lucius always knows just the right thing to do to twist the knife that much deeper, and he likes it. His most influential relationship is the Dark Lord himself - Lucius is one of his most valued servants and he revels in the role. He knows how to make himself useful. He wants power and he will do anything to get it.
Lucius's growing family will influence him more than he can know. He might be a borderline sociopath, but he is not incapable of love. He loves Narcissa and wants to make her happy, even if the woman baffles him sometimes, and even if he has old-fashioned, strictly patriarchal values. He cares very much for his family, even for his father despite his endless frustration with him. Family values is something Lucius internalized early on, both the good and the bad sides of the coin. Narcissa is someone he likely fell in love with before he married her.
Morals? Lucius's morals are so twisted as to be unrecognizable. Torture and murder? Good fun. That's just the leisure. When there's something he actually wants, well . . . there's nothing in the world he won't do to get it. So long as it's done to other people, and not him, of course. Ambition is the death of all of his inhibitions. His moral restraint lies on the thin string that is his personal distaste, his interpretation of his obligations to his family and those he loves, and lack of proper motivation.
Important to note: Lucius dresses cunty as hell. Feathers, gold fabric, fantastical robes, all of it. This bitch slays in EVERY way.

nemesis: think Arthur Weasley for the war. Someone Lucius hates in the Order and someone who hates him. They've probably tried to kill each other more than once. Your character is definitely trying and failing to prove Lucius is a Death Eater. Lucius has a running mental list of what he's going to do to their family. Et cetera.
victim: someone Lucius has power over and is currently fucking over, either threatening or blackmailing into doing what he wants.
mentee: someone from the Death Eaters - likely smart, ambitious, but also willing to do what someone else tells them. Lucius wants them to be vicious, ruthless, and cruel, things Lucius himself knows intimately.
family: someone from Lucius's extended family, either a Black or Lestrange in-law or one of Lucius's extended French cousins. someone who knows him and Narcissa as a couple and he spends time with beyond the Death Eaters.
childhood friend (or enemy): someone who knew Lucius as he was growing up in the 60s, maybe even before Hogwarts. He was a sweet child once . . . briefly. And he still hasn't lost that childhood cruelty.
