If they weren't cowards, there'd be an official star trek novel where Garak has to use his superspy skills to protect Bashir from Section 31. Even better if it's some complex comedy of errors where Bashir hunts down Section 31 and Garak is trying to protect him without Bashir noticing, leading to increasingly improbable and dumb run ins on random alien worlds. Bashir is still so in denial he starts to accuse Garak of working with S31 before Garak becomes overwhelmed with fondness for his incredibly stupid human and just kisses him.

Ideally this ends in them finally getting married.

I'm interested in your preferences as readers as I'm currently writing a fic that is slow burn with pining and it is going to have a lot of detailed touching.

For the hot to the touch argument: biologically, creatures in hot places have big ears for heat to escape, and exude heat with blood vessels being close to the surface of the skin.

For cool to the touch: cold blooded creatures cannot regulate their own body temperature and rely on external heat and can survive on a lot less food. Vulcan is hot, and Vulcans can regulate their body temperature to a degree but prefer hotter environments for comfort.
