I super headcanon that Akechi would not smoke prior to finding out he's a deadman walking. It's something he'd look down on since its obviously bad for you, but since he's a dead man the next day and he heard it's supposed to make you feel relaxed, he'd try it out. I can see him saying some shit like "People waste away their lungs with this garbage? I don't see the appeal" and then proceed to burn through an entire pack before infiltrating Maruki's palace cause he's genuinely stressed the fuck out about it but doesnt want to show it.
