If Craig’s swim form is all dried out because of age, how is Octavio still very much not dried out? They are similar in age so like genuinely how??????? Did he find the secret to eternal youth or smth. Does the fact that he is trapped in his swim form part of it??? Is craig now also stuck in his swim form for the same reason as Octavio was??????

As I've said in the comments, they used different life extending methods that are IMPLIED to be a thing in splatoon universe, Craig's mentioned in the first artbook ikasu art as "drying in the sun" and considering his name is actually Ataraime Yoshio (アタリメヨシオ) that translates as a pun for dried salty squid, it's the sun and salt that dried and preserved him to live past 100.

Octavio is a different story because he isn't an inkling so he doesn't dry as he ages, his name is actually Takowasa (タコワサ) , a dish of octopus marinated in wasabi, the marinated solution might be why he's also really old aside from likely never having children which is an irl death sentence to octos.
