A problem with offering systemic solutions as opposed to smaller, more isolated fixes is that you don't usually know how to offer a systemic solution unless you really know what you're doing and the only way to get to that point is to have a long and successful string of smaller, more isolated fixes. And ofc if it goes wrong you never get to make either again for pretty good reasons, since systemic fixes are expensive and dangerous and screwing one up means ruining a lot of people's days/lives. So you're kind of incentivized, systemically even, to make as many small, isolated fixes as you can get away with before you're forced (usually by systemic failure) to tear the whole thing down and start again.
