I've liked the idea of Flowey chilling in a flower pot after TPE, but I wasn't fond of the idea that he's completely immobilized by it. It bothered me that some people's solution to his behavior was to take away his autonomy. So yeah, he can get out of it pretty easily. He'll still get Papyrus to be his personal servant though lmao
