I wonder if he trusted her to finish it, or if he simply decided to leave it up to her whether Tom lived or died, because that was her right as the injured party. I actually prefer to think it was the latter, because that means he suspected what she might do but that he was handing the decision. Just like later, he was giving all the agency to her.

I also think he wanted to give back control over her life he infiltrated 22 episodes ago. He can’t bring back Sam and give her the chance to say goodbye. But he can give her this moment to finish/or not finish Tom.

BTW… I genuinely believe she thinks Tom is dead.

She definitely feels Tom is dead IMHO. He will be back. But Liz actually pulled the trigger, 3 times… That is massive in itself, I thought she would have broken down a bit more though. I’m so glad Red left it up to her, he listened to her and didn’t do what he would normally do.. Its just so.. He wasn’t going to let her be killed! He would do anything for her.
