So,

I noticed that the sprite of Shiny! Niko is, I assume, holding up their hand, and it's bright yellow and covered in a bunch of runes. either that or it's some kind of cloth they're holding up to their face. Either way, what's that about? Anything interesting about that?

That's actually their sleeve!

Much like the original :3c sprite that's just Niko's sleeve.

BUT, what's on the sleeve specifically is a sort of lightbulb thingy that represents the new world's sun, and the rest of the other lines are little lightning designs.

The Sun bits on the sleeve kinda point towards their time in the new world and how it changed them, the lightning electricity designs represents the second half of their abilities thay they have. (Which is being able to generate electricity from their body and also manipulate electricity in general, the other half is energy generation and manipulation.)
