The story behind these two in Motm (in my au) is pretty long so I will cut it short, Bill wanted the map since he is like technically a demon wanted to use the machine for fun stuff and blah blah blah, he sees the Collectors and pays them. And Monokuma is just his assistant (the only one who is still alive)
