And a bit later on we read:

36 He who believes in the Son has eternal life; he who does not obey the Son shall not see life, but the wrath of God rests upon him" (John 3:36, RSV).

In the original Greek, the word used is ἀπειθῶν (apeithōn): The one not obeying. Some translations use "does not believe," but the root word implies willful disobedience or a failure to be persuaded.

In Greek, the juxtaposition links "faith" (belief) with "action" (obedience).
