SO  BASICALLY  ,  rinko has the ability to make everything remain in a time loop, but only where she is.    so, she’s in the radio station with wiley and he’s fallen victim to this, living day after day in that same routine.    he has no communication to any other stations because the loop affects that.    there needs to still be some building but you get the gist.
