I saw in your Swiss HC's that siblings of sin are advised not to look directly into his eyes, but why? like looking into Medusa's eyes and becoming paralyzed? Both ghouls and humans or ghouls are immune?

Humans luckily don't get paralyzed when they look into Swiss's eyes. They do however, experience the horrors of hell itself while still being conscious. They get affected by different hallucinations. It can range from being temporarily blind for a few hours to having the need to lock the sibling inside the infirmary so that they don't accidentally hurt themselves or others.

Ghouls are technically immune, they already know what hell is like. Although there are times a ghoul can go into a trance-like state, especially if they have low morale and are in a vulnerable position. It has happened to Dewdrop by accident. The fire ghoul still hasn't forgiven Swiss about it and refuses to bring up what he saw.

In my headcanons, ghouls are morally ambiguous so Swiss torments these siblings for fun. He couldn't control it at first when he was first summoned, but he got better as time went on. So while it's now safe to look at his eyes, there is still a chance that Swiss can mess with you. And he will.
