Monsoon HCs/stream of consciousness
Monsoon says that he "grew up on the Killing Fields".
The Khmer Rouge either sent the populace to work camps where they'd be forced to grow rice, or sent them to be murdered in the Killing Fields. They also specifically aimed to make as many orphans as possible, because they were the easiest to indoctrinate and make loyal soldiers out of. Children as young as 10 would be given weapons and sent to kill.
So, to actually grow up on the Killing Fields, Monsoon would have needed to spend a lot of time there. Something tells me he didn't spend years 1975 through 1979 planting rice.
Kevin says that Monsoon isn't former military, and yes, officially he wasn't part of it, ever, but Khmer Rouge didn't document anything at all in general, so of course Maverick wouldn't find any confirmations. So, in my headcanon, Monsoon was indoctrinated by the Khmer Rouge at a young age (~10) and due to his natural affinity for violence (which would make him a lot like Raiden) was made into an executioner. To conserve ammo, the killers would often resort to other methods of murder - such as blunt weapons or farming equipment.
Something to say about his weapon -

Over time, the sai was adapted into a weapon by the Okinawan people, who needed effective means of self-defense in an era when traditional weapons were often banned."
What is said directly of his backstory is really bad, but it just keeps on getting worse, doesn't it.
If he had to directly participate in the killings then it would make sense why he'd proceed to join an organized crime syndicate - he's already used to direct participation in violence and it was literally part of how he was raised. But I don't think that he wasn't conflicted about it, as he tries to come off to Raiden. A man who doesn't feel any shame or regret over what he did wouldn't come up with such an elaborate thought-through philosophy if he didn't want to convince himself that he wasn't at fault. Monsoon deep down knows that he is at fault for his actions, he chose to join the mafia, he chose to traffic drugs and chose to sell people for his own gain. But he has a backbone the consistensy of a chocolate eclair, so he postulates that he's incapable of making any choices at all.
On a slighly unrelated note, there's something about Monsoon's appearnce that bothered me enough to do research. He's too pale.
Modern day Cambodians can be pretty pale, particularly if they come from mixed couples, namely if mixed Chinese, but the Khmer Rouge were very particular about eradicating any minorities, such as those who were fully or partially Thai, Chinese, Vietnamese or Laotian. If Monsoon survived, then it's reasonable to assume that he was a full blooded Khmer or had the appearance of one.

Bolts through the skin that seem to imply that his skin is artificial. You can see it when Raiden switches to full body replacement and gains similar looking bolts on his forehead.
Monsoon's skin is fake. He isn't albino, he'd be killed for that alone back in 1975. He's just really, really vain.
Cambodia has this usual asian beauty standard that says paleness is desirable, it signifies high class, intelligence, so on and so forth. And as product of that society, Monsoon would have it hammered in him real deep.
I bet you he hates himself. At his core he's a low-life thug allergic to taking responsibility that makes a iving through murder and drugs. But he really wants to come off as this high class philosopher and a victim of circumstance.
I can't even decide who's cosplayng as something they aren't harder, him or Mistral. I'll get to her sometime later.
