once the box does tip over onto the ground Steve just lets out a small laugh that’s more an amused breath than anything. She’s somewhat rattled and he finds himself stepping back as though he doesn’t really need any respect she’s probably thinking of paying to him. A shake of his head is given. There was none of that of late, not since things with Tony were blown to pieces after everything with Bucky happened. He’s silent a moment, watching Bucky’s reflection in the counter top of the bar in front of him. The place is cleared out and Buck is nursing a drink that he’s holding close to himself. It’s been a few weeks since they left Stark, since he dropped the shield and abandoned his place as an Avenger. Was it for good? A brief moment and then his hand reaches out, smalls squeeze to Bucky’s shoulder as he takes the seat beside him. “ What are you thinking of? “ Steve knew he didn’t want things to have ended up like this and yet here they were. “ I’m sorry... “ things were complicated and broken and he wasn’t sure how they could be mended now after everything.

There was no way this ended well. People in general didn't realise how quickly things fell apart without someone there keeping them going. All it took was one indiscriminate tilt of fate for the dominoes to tip right over, and in the few years since things had changed, he had kept so many lines of those dominoes standing at the last second, just barely.
This wasn't going to be one of them.
"Damage is done." Hands flat on the table, on a long derelict former aircraft carrier off-shore, he let out a long breath. By the time the call had come through from the former Chinese submarine far below them, it had already been too late; he knew that. The radiation signature had already been too high from the start. Everyone was either dead or soon to be, and there wasn't a thing to do about it.
The water was the only thing acting as insulation from the leak killing potentially more people. That, he could fix, imminently, by going down and sealing it. Bringing it up wasn't an option, not now anyway.
He clicked the looped distress message off. They'd stayed cloaked all this time, for NOTHING. Even a day earlier would've been enough. The third one since this had started, submarines who defected and took their families and cloaked in fear of retaliation from governments that didn't exist anymore. All of them ending up dead for it.
"I'll seal it and bury it deep, all we can do." Clipped and clinical, already weighing exactly how deep it would need to be to keep it from being a further problem. As if there weren't still people very much still alive for whatever short time they had left. Crack the hull before sealing it all up, it would be quicker at least.
